Masked Men With Police Baton but No Warrent Threatens Civilians
At 2 AM in Harcourt Garden nearing the Police HQ West Wing, multiple suspicious men with black face masks wielded what looked to be police batons and disperse and chase protestors.
Basic Law Act 28:
The freedom of the person of Hong Kong residents shall be inviolable.
No Hong Kong resident shall be subjected to arbitrary or unlawful arrest, detention or imprisonment. Arbitrary or unlawful search of the body of any resident or deprivation or restriction of the freedom of the person shall be prohibited. Torture of any resident or arbitrary or unlawful deprivation of the life of any resident shall be prohibited.
Laws of Hong Kong Cap. 200 Crimes Ordinance Section 24:
Certain acts of intimidation prohibited
Any person who threatens any other person—
(a)with any injury to the person, reputation or property of such other person; or
(b)with any injury to the person, reputation or property of any third person, or to the reputation or estate of any deceased person; or
(c)with any illegal act,
with intent in any such case—
(i)to alarm the person so threatened or any other person; or
(ii)to cause the person so threatened or any other person to do any act which he is not legally bound to do; or
(iii)to cause the person so threatened or any other person to omit to do any act which he is legally entitled to do,
shall be guilty of an offence.
Police General Orders Chapter 20 Section 20-14 Warrant Cards
2. A police officer shall carry his warrant card on his person at all times provided his intended activities are compatible with its safe keeping. An officer in plain-clothes when dealing with members of the public and exercising his police powers, whether he is on or off duty, shall identify himself and produce his warrant card. At the scene of a crime, officers in plain-clothes shall wear their warrant cards in such a manner that they may be readily identified.
