After 3pm, the police overreacted by using several kinds of guns during their dispersal operation outside the Legislative Council, including 240 tear gas canisters, 19 rubber bullets, 3 bean bag rounds, and 30 sponge grenades, violating the principle of adopting the least level of force as listed in Police General Orders Chapter 29-01. In addition, as shown in the video, the police shot rubber bullets horizontally, instead of towards the lower part of bodies, which may be fatal by hitting people in the chest or head, severely threatening protesters’ safety.
