Tuen Mun district councillor, who got pepper sprayed on the pavement and scolded Police Tactical Unit, was arrested and dragged down to the road.

On 21st March 2020 night, Police Tactical Unit continued to gather on the road. Civilians thus lost their right to stay on the pavement.

Police Tactical Unit lost control and insulted Labour Party Tuen Mun Yau Oi South district councillor Lam Kin-Cheung (the one who was in the Arsenal shirt). They even pointed out, ‘Here isn’t a press area for district councillors.’ Suddenly, Police Tactical Unit lost control and pepper sprayed Lam. One of the officers shouted ‘F*ck your mother!’ at him. Then Lam responded.

Police Tactical Unit who lost their temper continued to pepper spray and rushed forward to pull Lam and another person who was filming into the police cordon line. An officer spoke into the microphone, ‘Do not say anything that will stir up the emotion of the people here’ and said Lam and that person were ‘in an unlawful assembly’. At last, the two people were arrested.

 

Regulation 3, Part I of the Police (Discipline) Regulations (Cap. 232A):
2) The offenses against discipline are –
(c) conduct to the prejudice of good order and discipline.
