Legislative Council members called on police to remain calm, but got shot in the face by police with pepper spray

On March 21, 2020, eight months after the July 21 incident, people gathered in the Yuen Long area, and a large number of police officers also turned out to rudely evict them. A number of legislators and District Council members from the pro-democracy camp were present to observe the police’s enforcement of the law, during which the police repeatedly sprayed pepper spray on reporters and legislators. The first victims of “pepper spraying” were Roy Kwong Chun-yu and Ted Hui Chi-fung from the Democratic Party.

Later, Legislative Councillor Andrew Wan Siu-kin appealed with a loudspeaker to police officers to remain calm, but he was sprayed with pepper spray at least three times, leaving him with thick pepper spray all over his face and some of the spray went directly into his mouth. He described the spray as “so thick that it was like mud on the bottom of the sea”, and although first aiders rinsed him off immediately, he still felt stinging pain in his head and body.

He said that both Hui and Kwong felt that the pepper spray used by the police this time was stronger than in the past and the stinging pain after being sprayed was even stronger, “I don’t know if it was the new pepper (spray) purchased from China by the police”.
